ボトムアップのコミュニティ・デザインのために何ができるか？
社会体制の変革を体験した旧ユーゴスラビアの国々やベルリンといった都市でアーティストたちやアクティビストたちが放置された工場や倉庫といった建物をスクオッティングし、自らコミュニティを作り出している。そこは単なる無法地帯ではなく、自らの目標や活動を社会にアピールし、契約を結び、社会の中で存続させる意思や制度が存在している。彼らから学び、有効に使ってもらえるようなツールを提供することは出来るだろうか。
社会から何かを与えてもらう時代から、何が必要なのかを自分で判断し作り上げていく社会へと移行するなかで、ボトムアップの計画のためには自然発生的な活動をICTを触媒として加速することや、仮設的な設えに対応した建設技術を提供することが出来るかもしれない。また今後もインフラのためのマスタープランは必要であろうが、その計画は部分的、漸進的にしか行われないという前提に立って再編成される必要があるだろう。このような前提に立ってどのような新しい技術を提供出来るかを考えていきたい。

What can we do for self-organized community design?
In some cities of ex-Yugoslavian countries and Berlin and so on, I visited some self organized communities that artists and activists organized themselves. In many case it started as squatting of ex-factories, ex-hospitals and so on. The communities are not just anarchy and chaos. They are well organized and make tough negotiation with city government and neighborhood. Is it possible to make some efficient tools for self-organized community design, learning from their activity?
In Japan also, we have to think and make action for the future of our own communities, not just waiting for someoneﾕs help. To promote such a bottom up community design process, we can imagine to provide new information and communication technology as an catalyst and to develop temporary structuring systems. It is still necessary to have ground design for infrastructure, but we should restructure it as complex system. It is my important aim to find and develop some efficient tools for them.
